It's things like this that make me so so so pessimistic about whether we (humans) can ever clean up our act. I honestly don't think it's possible. But I know we have to do better; at least I have to do better, and god knows I try. Good thing I'm not in any position of authority about clean air regs. I'd just throw up my hands and say "why try?"
There's hope: this is a lot like what Victorian England went through.
